Kong is controlled by the Navy. The "Hsing Ah Kei Kwan" is

established in the Hong Kong Hotel (New Asia Order Headquarters). The "Military Investigation Bureau" (Kwan hsi Teo Cha Tuen) is in the Windsor House Dairy Farm. The local government (Mån Chin Teng) is situated in Jardines' Office. The Gendarmes are located in Gloucester Building. The Foreign Bureau and Passport Office in the west wing of the ground floor of Hongkong and Shanghai Bank. The Chartered Bank is open to change military yen notes, each person gets 5.00 yen each time and only about 1,000 yen in notes are changed a day. The Sanitary Department Water Works is ground floor of the Stock Exchange Building. The following offices and Buildings have been taken up by the Japanese authorities - Hongkong

Hongkong Bank Building, Chartered Bank, Holland House, Stock Exchange Building (ground floor), St. Francis Hotel, National City Bank (whole building), Marina House (telegraph office is established there), Loke Yew Building, Gloucester Hotel including lounge, Windsor House, Exchange Building, and Jardines Building. The Post Office is used as usual. They are now concentrating on removing all metals and every kind of stores from Hong Kong. Up to 30/1/42, more than 40 transports have departed with military stores, trucks and all kinds of metal goods. The godowns in Kowloon are being systematically emptied and all stores from military establishments which were practically undestroyed have been stocked on the wharves in Kowloon and are being loaded. On the Murray Parade Ground, Hongkong Cricket Club Ground and the Happy Valley are stocked most of the automobiles of Hong Kong and Kowloon and gasoline stocks and armoured cars and whippet tanks (Bren carriers) ready for loading on to vessels. Before I left I have reliable reports that over 170,000 bags of rice have been removed from Hong Kong. The Red Cross vessel sunk by a submarine contained 50,000 bags of rice and 2600 Japanese soldiers (not wounded). I have personally seen stocks of Kodak Company, Lane Crawfords, Hongkong Hotel Dairy Farm being removed by truck loads, besides several company godowns being opened and stocks taken away. The Japanese have the intention to evacuate at least 600,000 Chinese and then restrict any increase in the population and convert Hong Kong into a naval base connected with the fortifications of the Canton Delta. The Japanese planes which have visited Hong Kong, I have noticed most fighters, have German aviators and the bombers mostly Japanese. I have noticed many- German advisers and I understand that the Germans are in 'charge of direct artillery operations. I have noticed many familier Hong Kong faces working with the Japanese, most prominent being Mr. Carroll of Carroll Brothers, Brokers, and several others.
